Is it normal for the walls of sims 2 to be flashing red and black?

I got the game a while ago, and any house that didn’t originally appear with the disk has the house flash red and black. Is this normal? I have the sims 2 double deluxe for the PC, if that helps…
Also, the only expansion pack I have are the ones that came on the game– celebration stuff and nightlife

When i first installed Double Deluxe on my brothers laptop, his graphics card was clearly not good enough for the game to run, so it was sort of blurry, and the walls were flashing red and black.
Once i got my computer, with a good graphics card, the games crystal clear and the walls are fine. Im guessing its time to get a new, updated card.
